Sudan & Belgium - Bilateral relations

Historical background:
The Republic of the Sudan and the kingdom of Belgium share a very good history of bilateral relations dated back to the early days of the independence of the Sudan in1956 when Belgium was among the countries which had recognized Sudan as a sovereign nation and established its diplomatic relations with the newly independent country. Diplomatic representation between and were established in 1969 when Sudan was officially inaugurated its Embassy in brussels while Belgium inaugurated it is Diplomatic Mission in Khartoum in 1970 before its closure in 1972. However since then Belgium continues to cover Sudan from Cairo as non- resident diplomatic representation and has an Honorary Consulate in Khartoum. The main aspects of cooperation between the two countries cantered on the areas of capacity builduing, technical support and cutural cooperation. Since 1970 the relationship had witnessed a significant progress where a considerable number of tow-side dignitaries visits have been achieved and few of agreements were signed.

Bilateral agreements:

  • Avoidance of double taxation.
  • Encouragement and protection of the investment.
  • The private joint entrepreneurship platform which held its first meeting in Brussels in 2009. Furthermore Sudan had received loans from Belgium to boost the textile industry in the country.

Prospective of the relations:

Based on its win-win foreign policy’s pillar and after been formally rescinded by The United States of America in December 2020 from the States Sponsor of Terrorism List (SSTL) following a popular revolution, Sudan is looking forward to boost ant give new Impetus to its bilateral relations with Belgium in order to achieve the highest possible progress for the benefit of the two countries.

Until 2018 regular exchange of high level visits have been a significant tool to improve and strengthening bilateral relations. During the below mentioned official visits both sides expressed their willingness and motivations to expand and enhance bilateral relationships forward.

Sudan’s dignitaries visits to Brussels:

  • 2002 visit of the former Minister of foreign affairs – Mr. Mustafa Osman ISMAEL.
  • 2005 visit of the former vice president- Mr. Ali Osman TAHA.
  • 2006 visit of the former Ministers of the energy and foreign affairs respectively.
  • 2009 visit of the former vice president Mr. Salva KIIR
  • 2011 visit of the former Minister of foreign affairs Mr. Ali KARTI
  • 2016- 2017 the former Minister of foreign Affairs M. Ibrahim GHANDOUR

Belgium’s dignitaries visit to Khartoum

  • 2003 visit of the former Minister of foreign Affairs Mr. Louis Michel.
  • 2006 visit of a delegation from the Ministry of foreign affairs.
  • 2007 visit of the former Minister of foreign affairs. Karel De Guchet.
